Well, 5:30pm until 7ish is fairly prime time in the UK. After that everybody goes out and does things.
And secondly I think there's a concerted effort to schedule matches to benefit the match-going fans (hate myself for typing that because in general our FA barely gives a fuck). If the match finished at 10pm then that gives no time for the City fans to travel back up to Manchester. It's not really fair and makes the cost of attending away matches even higher.
