No, districts are drawn every 10 years after the Census. We may be drawing some even sooner than that in states like North Carolina and Ohio depending on the ruling because of how gerrymandered they are.

I recently watched a doc on "paco pacos" in Brasil, rudimentary vehicles made of recycled metal bits welded together in the shape of a truck, while the engine are recycled diesel water pumps. https://www.youtube.com/watch?v=O6ovT41nc3I (in German, but the pictures speak for themselves).

Diesel engines are ubiquitous and well understood, anyone with the knowledge can repair one if not build one, with nothing but rusted spares. Electric engines on the other hand seem complex, needing dense circuit boards with tiny components and obscure microchips. Or is there an electric equivalent as easy to make, easy to maintain, and working in terrible conditions?

Electric engines have been around for over a hundred years and do not require special chips. In fact, all of the same technology exists in your home right now. Modern electric cars use special features that are extra efficient, like restorative brake technology. This is not actually crucial to the car working.

The big challenge has been building batteries that can safely hold enough charge, and also charging those batteries quickly.

Electric motors actually would work better in terrible conditions because they don't have an air intake.
