That's what they do now. They have to have big, bloated staffs to make the quotas, and they have to employ people to run departments that don't need to exist. Then the people with little skills have to have their opinions heard because they can't offer anything other than opinions which makes a game take even longer. And then everything has to be approved by the department that doesn't need to exist.
I laugh when I hear developers bitch when they have to work harder as they get closer to the deadline. That's the way it works with everything that has a deadline.
It did not surprise me at all that Concord cost all that money to make. You know they were probably making minor tweaks and adjustments for years all while getting very little done.
