Because of it's toon-shaded artstyle, it looked consistent and clean throughout the game. There was never a moment where I could see the flaws/imperfections and feel that it looked 'off' or 'wrong' like many other games.

Additionally, the way it treated strong wind, hurricanes, big waves, storms, etc. all looked gorgeous and felt great.
 
Looking at that Mario Kart water just makes me wish Nintendo would make another sailing-focused Zelda game again.

Or a new Wave Race
 
My rule of thumb is a game with pretty water or water physics is most likely a good game. Now for some games I think have some of the best water.
All The Pikmin games
Mario Sunshine
Death Stranding
Wave Race 64 and Blue Storm
Every Zelda game
Uncharted 4
God of War (2018)
Hydro Thunder
Red Dead Redemption 2
Splatoon 3
Donkey Kong Country
Banjo Tooie

Thats all I can think, but I know I'm missing more.

Game water has rarely felt as watery as in WW. Amazing game!
 
Sea of Thieves. Also a great game if you have friends and know what to get out of it. It is as good as is your imagination.
 
The one that impressed me the most was Horizon Forbidden West. But Wave Race 64's water is really amazing too..

Maybe you don't agree. And that probably just means that you never spent 20+ minutes classifying a sonar contact by analyzing its propeller noises, tracking its bearing using both your forward and rear-towed passive sonar arrays... plotting a firing solution... firing a torpedo... then watching it with the 3D camera.... only to realize that it wasn't actually a Russian nuclear sub like you thought and well... everybody on that cruise ship has just seconds left to live before meeting their ultimate fate in the briny deep.

Shout outs to Ecco the Dolphin, the original Tomb Raider, Far Cry, BioShock, and Sea of Thieves as really being the only other times water jumped out at me in a game.

I still love the water effects in Mario Sunshine and the water in Flight simulator 2025 is utterly increabile

But the Saturn for me will always be the system with my favourite water effects thanks to the magic that was VDP2

 
The funnest water is probably Odyssey where you get the helicopter powerup that is powered by flying over water.

My favorite may be astrobot!

Not just the look of it, but how the watercraft reacts to the waves. Cool stuff for such an old game.

At the time. This was the best water simulation. Even though the N64 was getting outsold you could at least feel the achievement of having the best water on your console.

I remember playing Jet Moto on PlayStation around the same time and just being shocked at how Wave Race's water and physics just totally smoked the shit out of anything else. I couldn't play Jet Moto after that.
