game with best water??

The Riven remake has gorgeous water. The two pics here don't really do it justice, but the others I tried to upload don't work. I guess 500kb is too big?

Sure, it looks nice, but when you look past optics only at how the water behaves, when all those dolphins and "carts" crash around in the water, it should have a real impact: ripples, minor waves partly countering each other, etc.
But none of that happens beyond some splashes and trails - the water seems to completely disregard anything happening in it; if it didn't move on its own it would be entirely static.
That's not a winner.

Whatever is the best water in a video game, it would have to combine good looks with actual simulation.

While I didn't grow up with Wave Race 64, I DID grow up with Wave Race Bluestorm and that game had incredible water to me.

Notice how GameCube, also known as Dolphin, released a bunch of first party bangers that involved water heavily? Between Bluestorm, Windwaker, and Sunshine, I think they were proud of how they could do water with that console haha.
 
This is the king, and can't be beaten

Wave Race 64, not the best water obviously but for me it may have been the most memorable moment on the N64 and the first example of water that came to mind. It truly was revolutionary at the time, the movment and effects on the vehicles. Truly next gen moment for me.

Threee games had me astonished with their water: TES III: Morrowind (it was the first time I saw anything like that), Half-Life 2 (it was so realistic) and Kelly Slater's Pro Surfer (it was dynamic!).

Not the best but I like the water in Wave Race 64.

Not just the look of it, but how the watercraft reacts to the waves. Cool stuff for such an old game.

It's just so much fun to ride in this game. The weight, the handling, the jumps, the locations. The creativity to bypass the system's limitations is also very cool: waves are rendered and calculated only at a certain distance to the camera, farther away it's just a flat blue texture and no water physics but you didn't notice on old TVs back then.

Currently been playing Blue Storm and it's like WR64 on crack with weather and some very close races.

WR64 is still my favorite.
