They should handle power-ups on the fly. If you have to keep repositioning to make sure a certain guy gets it, you'll just get clustered up.

Also, I was more referring to when there's the life pools that you activate and Brad runs ahead and activates it, leaving one or more other people still injured.

Nope. It's a one-time use, but multiple people can use it if they get there at the same time. Brad just gets it ASAP and leaves everyone else hanging.
