The woman relies on PR to keep her head above water. She just isn't interesting in her own right.

Other faves manage to keep their careers on track by doing something productive rather than aping Shakira or having some hilariously tacky, sanctimonious pregnancy announcement at award shows.

Inclusion on lists like this is a direct function of fame, and other countries have a different pool of "local" celebrities to draw from in addition to the mega famous worldwide ones. Aesthetic tastes in China or France are not going to be the same as the continental United States, and will tend to favor local ethnic majorities. Even a bunch of Americans in this thread don't agree with her #1 spot here, so the idea that foreigners are going to disagree with it is completely non-controversial.
