I think they're consumable.
Basically you have cards which are your power weapons or vehicles and you have to level up to a certain level before you can use them in the match.

Yea comes off as Halo meets Titanfall. That's why I think it could be good but having played Titanfall I know how it can devolve into a complete shitfest if people just play like dicks.

I can already tell I'm going to love Warzone. It looks like it amps up all my favorite chaotic crap from BTB and I love PvE in Halo games. I'm glad that they made it separate from Arena though in case I don't feel as ADHD.
You described exactly why I'm excited for it. Clusterfucks can be fun.

They said you can earn cards from any multiplayer mode, however you can only use them in Warzone.

The cards have rep values. You earn rep values as the game progresses. More powerful weapons/vehicles are more rep. Its basically Firefight + Dominion. Looks fantastic
I think the only rep cards that carry over to other modes are cosmetic. The rest are just for power weapons/vehicles in the match. Right?

Warzone seems like Invasion on crack and I'm pretty excited for it.
Its weirdly rational. Teamwork will be huge but even confused scrubs can really help your team.

That's why I don't get people having an issue with Warzone, "What have you done with my Halo!?" Well, added a new mode while keeping more traditional game types intact, that's about it.
Even the wettest of scrubs can kill a Grunt. Looking forward to seeing how this will play out.

Really smart on their part. I may love it but I would hate to not have a choice and be stuck with it without any option to play BTB.
