First, Halo CE isn't close to Halo 2-4.
Now of course there is like a 10 year different between the games for CoD and Halo but CoD has kept up the same gameplay ideas since 2007 (the time the series exploded), Halo ignored the ideas of Halo 3 gameplay and enchained Equipment (which I'm sure people didn't really like) into a starting thing in Reach. Since Reach Halo has progressively gotten worse with fans and audience retention while CoD has kept their formulas with minor tweaks and additions of ranks, spectator mode, good dlc, updates, and now publisher support.
Funny you mention that first thing, Cyren, because Call of Duty 1 is similarly "not close" to its contemporaries.
The rest of it really isn't poignant. Halo has lost popularity with its casual fans as well as those that seek to play it competitively. Kill streaks and perks weren't always in Call of Duty, either. You don't seem to understand how much Call of Duty has changed since it started. Setting some date for the start of fair comparison (like 2007) isn't effective because Halo was around on consoles an entire generation prior. Up until 2005, Call of Duty had no console presence.
It's honestly the same pattern, lol. How aren't you seeing it? Halo CE spawned MLG and the franchise rose in competitive popularity through Halo 2 and early into the next generation (360). Then, Halo 3 came out and the franchise became even more relevant to console eSports. Then, Halo's popularity waned as Call of Duty's waxed right at the end of THIS generation. Halo stepped over other titles failing to continually engage eSports players (the Rainbow Six franchise, for one) just as Call of Duty stepped over Halo.
