Based on what?
Disagree completely, effectively using the radar is part of being a good Halo player. It is an extra asset or skill that is required to be truly good at the game. I watch my brother play all the time and I always tell him to look at his radar since he kept getting assassinated. It may seem routine for you, but some players lack the ability.
I hate playing no-radar games because it feels like I'm missing my sixth sense.
Sure, effectively using your radar is a skill, but its pretty easily aquired after a few weeks of playing. Once a player has the skill, even on a rudimentary level, it completely slows the game down. Yeah, when you're playing a random MM game against bad players, its easy to say that radar is awesome because it nets you a bunch of easy kills against other players who aren't using it properly. However, when the whole game is filled with players that can use the radar, it affects the game in a negative way.
Its a skill, but it's also a crutch, replacing more important skills that give the game greater depth.
This is where good-player feedback is so valuable. While you may not think its terribly overpowered, when you give higher-level players instantaneous feedback on exactly what their opponent is doing, it is overpowered. Radar at least has limited range and forces you to look away from your reticle and make an educated guess as to what the enemy is doing; PV bypasses all of that.
In a 1v1 situation, no other perk comes close to that. In team games, no other perk comes close to that. Also, radar isn't used in higher level games because it provides too much feedback and slows games down, now imagine good players in MM with PV.
Also, I'm thouroughly convinced that the in-house testing of Halo games is under strict Halo honor rules, where people use different things and play "friendly." Once you release something like PV into the wild of MM, its going to overtake everything else.

Obviously it was meant as a joke, but it still was always something that worried me just a little bit. I give devs more credit than that, but I'm sure the sentiment has existed.

Real time information on the other team in the manner currently displayed is crazy. The motion detector can be defeated by crouching, lags on line, and is effectively an approximation of the other players movement that requires my attention away from the play space... and in truth it stunts game play even in it's current form.
PV is an order of magnitude above the motion sensor.

Same. It's damn near perfect in 3 and Reach. I'd hate to see it get mangled for no reason.Bumper Jumper has now become the #1 worry I have. There have been so many good versions of it suggested by HaloGAF that it would be sadder than sad if it isn't up to snuff in the final game.

It makes a big difference. I'm replaying Halo 2 for the first time in five years right now, and the control scheme is a major downer. I still have fun with the game, as I'm sure I'll have fun with Halo 4, but I wants my Bumper Jumper.Yup, same here. I can deal with every other change, as long as I can use a control scheme I'm comfortable with.
If I can't do that, the rest of the game may be perfect, but boy oh boy will it be hard for me to enjoy.
Now hologram is a perfect example of an ability that if you are using it, it's your loss, simply because you can be using another ability.

Hologram is not bad at all. I love using it. If a single sniper shot is fired at it in reflex, I'll have benefitted from it. If someone chases it instead of me as a go in another direction, I'll have won then too. PV is actually more of a reason to use hologram and that suits me fine.
Live Q/A guy said what he played in Vanilla H4 was the most fun he's had since H2 and that it's better than Vanilla H3 and Reach (especially) by a mile.

Not to mention that Universal Sprint makes some larger maps work OK for smaller teams/no vehicles. Longbow, for example, can be played sans Hogs, no problem at all. Changes the pace but is still compelling. This, in my opinion, which is one of the best opinions ever, makes almost all of the maps fairly convincing TS maps.
