Has CAPCOM ever thought in the possibility of making PowerStone 3 ?

That throwing stick stunt of yours has boomeranged on us.
the HDTV accessory market is very misleading to the average consumer, assuming what I posted would do the job... if you were to ask an A/V specialist they'd tell you you'd need to purchase a 200 dollar converter. I'm sure it'd be better, but I doubt I'd notice.

The ghost of Dreamcast past

I was simply noting that, although 480p is supported on Dreamcast, it is worthless to most users.
On the contrary, its potential to be used is far greater than any other proscan option because VGA displays are far more common than proscan TVs. Computer monitors are as common as regular TVs.
The fact of the matter is, when using an average HDTV display, most people are unable to take advantage of Dreamcasts progressive scan output.
Making the conversion from VGA to enable that wouldn't be too costly for the demographic and disposable income bracket that would get an HDTV in the first place. It's no different than any transcoder and certainly not an elaborate/expensive and lossy set-up like some of those de-interlacers, for instance.

Well, you see, while I could afford a nice transcoder if I wanted to... I don't get enough use out of my DC these days to justify it and have no additional usage for something like that. I was always under the impression that one would need a decent RGB component video transcoder in order to display the DC in 480p on an HDTV. Would that cable posted above do the trick? I've never considered something so simple, but it just doesn't seem as though it will be able to do it. Any ideas?

When powerstone 2 was released there were plans to make a powerstone 3 on the DC which the main feature world be online play. If any of you still have the Official DC Magazines from the past you should see the interview on there.

why isnt capcom making it now?

The original team "Team Naomi" which was comprised of Sega developers who worked with naomi hardware and was employed by capcom to make numerous naomi titles (Tech Romancer, Powerstone 1 & 2, Project Justice, Cannon Spike, Spawn: In The Demon's Hand, Heavy Metal: Geomatrix, and Plasma Sword) they were let go around the time te DC lost sega support and sequels to the titles are now in limbo.

Good news is that the game might comeback seeing that capcom plans to return to making fighting games next year.

I hope that answers your question

Er, "Team Naomi"? Beg your pardon but the majority of people behind Capcom's arcade game since the mid 1990s are at Production Studio 1. They've made games such as auto modellista, Gotcha Force, Zeta Gundam, Capcom Fighting Jam, Monster Hunter and RE Outbreak in the past several years.
