How can I de-interlace videos?

I've got a few videos on this PC which are interlaced, and I'd like to de-interlace them if possible, as it's very noticable when watching.

Is there a way to do this with a media player? I noticed XBMC on Xbox had an option to de-interlace video, do it got me thinking about this.

Also, another interlacing question: When I capture video from my DV camera, it's all interlaced. How can I de-interlace the video itself? Is there something I can do in premiere or something?
 
I use TMPGEnc 3.0 Xpress. You can de-interlace videos with that. Also can output avi, mov, XVID, DVIX, whatever into a DVD format so you can then burn the files onto a DVD and watch em on a DVD player.
 
1. Open TMPGEnc
2. Start new project
3. CLick "add file" and choose what file you want.
4. When you add your file a box should come up with "Clip Info" "Cut Edit" "Filter" options on top. Click "Filter".
5. You should now have a list of filters on the side. Click "Deinterlace". To the right, under the video box, you have the "Deinterlace method" box. There you should see a click down box that is set on "Deinterlace only when necessary". Change that to just "Deinterlace". After that just click OK.
6. After clicking OK, on the top you should now click "Set Output". Now you can choose a variety of video formats to output your current video to.
7. After that, press "Encode" then "Start output" and just wait till your video is finished.
