I found a stolen iPhone 4.

You're either looking for confirmation of the obvious (turn it into a damn police station) or looking for confirmation that it's okay to keep it, which its not.
 
Sell it and put it toward a newer iPhone.

I've had a 4 for two years (free from a generous friend) and while it's cool to be in the iOS ecosystem, a lot of devs have quit updating apps for the 4 now because it's stuck on iOS 7.1.2

The Destiny app for example won't release any more updates for 7.1.2
 
"Finders keepers" Seems to be the general rule in cases like this.

As for the victim of the theft, "Losers weepers" applies.

(Just turn it in, for christ's sake)

Really depends on the situation

There has being times I kept found valuables there has being times I would go out of my way to return them

If it was an IPhone 5 or 6 I would say go out of your way

But it's an iPhone 4 so ehmmmm..... Congrats on the new phone dude
 
Nothing to be done if it’s remotely deactivated via iCloud, even if it’s not reported stolen.

So unless you want it for decor or parts, turn it in (try Apple first, then police). Could make a difference to someone.
 
Some updates.

-Is an iPhone 4S 16GB with IOS 9.0.2
-It works but not contacts, no apple, ID, nothing
-According to the settings the carrier was Criket
-The activation lock is off so the phone wasn't wiped out via iCloud
-No sim card.

I'm going to the nearest cricket store and ask if the iPhone was reported stolen. If not, I will keep it as a glorified iPod I guess.
