I've had a 4 for two years (free from a generous friend) and while it's cool to be in the iOS ecosystem, a lot of devs have quit updating apps for the 4 now because it's stuck on iOS 7.1.2
The Destiny app for example won't release any more updates for 7.1.2

If the original owner reports it stolen, they can blacklist the IMEI code and it will be a paperweight.

There has being times I kept found valuables there has being times I would go out of my way to return them
If it was an IPhone 5 or 6 I would say go out of your way

Save someone the hassle of having to own an iPhone and toss it. That's probably the reason you found it to begin with.
Some updates.
-Is an iPhone 4S 16GB with IOS 9.0.2
-It works but not contacts, no apple, ID, nothing
-According to the settings the carrier was Criket
-The activation lock is off so the phone wasn't wiped out via iCloud
-No sim card.
I'm going to the nearest cricket store and ask if the iPhone was reported stolen. If not, I will keep it as a glorified iPod I guess.
