Still wasn't turning on. I made the mistake of buying that PSU and I think it was OEM. Dumb, dumb idea. I think this pretty much confirms my PSU was DOA. Gonna get a real one now. Fuck.

iirc I suggested a cheap AM3 mobo with onboard HDMI + an AMD x2 250
SSD super overkill, get a 500GB drive like a Samsung F3.
Only need 2GB of RAM, get the lowest speed you can
Can get a cheaper case
That's like $300 saved.
