For example, if you're downloading something like a patch for Unreal Tournament 2003, and you're not using a downloading manager but instead just used right click->save as, where is the partially downloaded file held before the completed one is copied over? (Windows XP)

Usually your browser cache.

For IE, find the "Temporary Internet Files" folder.
For Mozilla, open your Preferences and find the location of the cache folder.

Me it's here, dont know for you but im gonna post mine

C:\Documents and Settings\*Name Of My PC*\Local Settings\Temporary Internet Files
C:\Documents and Settings\*Name Of My PC*\Local Settings\Temp -All my Firefox files are here

Someone explain to me why in IE it's easy to find cached files, but in Firefox, it's impossible. I've asked this question in regards to Firefox numerous time, and nobody has been able to give me a path (that works).

Try the link below or search for the Local Settings folder then the Temp folder
C:\Documents and Settings\*Name Of My PC*\Local Settings\Temp

Because IE is imbedded into the operating software whereas FireFox/Mozilla are treated like normal programs...?

Easy way to find it is to look at the cache folder location in the Preferences. Usually it's something like:

C:\DOCUMENTS AND SETTINGS\"your name"\APPLICATION DATA\Mozilla\Profiles\default\"random folder name"

I've done that... But a .wmv I just watched that I know should be in there, isn't. No video files are for that matter.

Some files that get run instead of saved get renamed to .tmp files. I know kmeleon does that. If you look in the temp folder they'll be meg sized files that if you change to .mpg/.avi all you porn comes to life. :D Easiest way to find a file you just downloaded is to do a search for file size/date combo.
