Nope - I played the shitty PC version of Mafia.
Cars handle and perform like ass, and since driving is probably more than half the game then there's a problem. As a result, getting into chases or just going from place to place is annoying......almost as annoying as the "get pulled over if you go more than 45 mph" system that's in place. The music gets old quickly (did they even record more than an hour?), and you never approach the sense of mayhem or freedom that you got in GTA3. Outside of that the combat/on-foot sections are adequately done, but nothing special.
I wouldn't recommend it to anyone unless they were absolutely in love with the game's theme. That's the only thing Mafia has going for it, and why it shouldn't be on any Top 100 lists.
