They look edited/added in, they look so perfectly round and are overlapping his eyelids.

I think his eyes flash that way when you suck in neon powers, closer to the end of the powering-up animation. Might happen at other times too.

One nice thing about photobucket is when you go to these really old threads they're one of the few hosts that have stuck around. Makes me wonder what kind of longevity all the imgur and minus links will have.
