My tentative plan if I get into that spot is to run around and melee pedestrians. If you've done any of the Good side missions (which specifically state that an Evil side mission has been locked out upon completion), it's too late. And yeah, anyone having trouble with their last few shards, I can't stress enough how important it is to super-ultra-double-check every one on the coasts. Can't believe how unbelievably easy it is to miss any of those.
