No, the built in features allow you to tweet photos and links without opening the app. You can also sign into anything Twitter related automatically. Sorry, missed your post earlier. No, it backs up the data for the app. I have a lot of apps, and a lot of data. 2GB in comics in Comic Zeal, for example. You can manage the iCloud backup by turning off the individual apps data you don't care about.
