I keep getting this message:

Windows - System Error

There is an IP address conflict with another system on the network.
Now, I'm at college and am using a new network obviously. My computer has been on the network for about a week and this is the first time I've received this message. Everytime I close it, it pops back up. My internet sometimes disconnects.

Um...yeah...

Two computers can't have the same IP, right?

Right, two (or more) computers can't function correctly with the same IP address.

How is your IP address configured? Is it set to automatic or manual settings. I expect it should be set for automatic (meaning it uses DHCP to find its address). In that case, the previous post advice should help. But if it's set to manual, that won't work. In that case, you need to ask whoever manages the IP addresses for a new one, and use that.
