It's only natural for the anecdotal evidence to reflect the problem phones, not the ones that work fine. Although, I'm sure jailbroken phones that work fine are in the majority, because if they weren't, nobody would do it.

From AT&T's perspective, they are happy to lock you in for as long as they can.

The 3G is $200 and AT&T is paying for part of the price as long as you're in a contract with them.
It'll likely be the same situation as with switching from the first iPhone, but really, no one knows what will happen. If something has to do with Apple and it's not on their website, no one knows, so anything you read on a forum is just guessing.
