Setup an honor system with strikes and penalties. etc. The problem is apple started it out as a forum basically... a free for all with them as the moderator, and they have to change this. Recognize that there are actual upper tier developers, middle tier folk, and the homebrew crowd looking to make their first million on the next must-have app or make a buck on a fart app.
I think the concept of an approval process is necessary, but the current system is highly broken for as large as the store has turned out to be. Allow the upper tier of developers to moderate themselves with apple only taking the ball on legalities or ratings. This allows both highly anticipated apps and bug fixes to hit with minimal delays, and in the same turn gives apple MORE time to spend on approval for the smaller apps... the ones where a more critical eye might very well be needed to stop exploits or malware.
That's not too bad. I'm not sure the segregation is a great idea, but that would probably work. I guess the developer's themselves choose whether to be premium. It seems weird to be able to throw money at the approval process to make it faster, however.
