That's pretty much how I feel about it nowadays. There are niche cases where a watch as a practical tool is still important, but I would bet that for the vast majority of people who still wear timepieces, they are jewelry.

As many said it really depends on the watch.
I have a Heuer Monaco as my going out watch, and a Tudor NF as my daily beater, the Tudor isn't jewellery, it's a tool, it's not flashy, it's just a fairly plain St St 3 hander, I am not convinced the Monaco is either, because I brought it because of the history behind it, not just because it looks good..

The thing is most people do not give a damn and do not notice no matter the watch you wear - this is a conversation piece only if the person you are speaking with is also into watches.

I guess an expensive watch form a well known brand might be. Though I still wouldn't put it on the same tier as say a ring or necklace since it still has a more practical use
But I'd say something like a $15 Casio watch is more like a tool.
I do like wearing watches though. I'm just used to it and it's easier than checking your phone.
Have a Tissot, it's way more expensive than what I'd personally spend on a watch, but I got it as a present and I really like it.

Pretty much this. It depends on what the watch is made of. If it's gold or if it has some sort of valuables on it (gems, diamonds, etc.), it's considered jewelry.Jewelry

For the price, they are actually pretty good, and they feature a half decent movement (Seiko NH35), they get a lot of stick from watchsnobs though, because they are either an homage (read rip off) of a Rolex sub, or a bit gaudy.

Look into preowned or new with box and papers. Depending on the brand you can get 30-40% off on new watches e.g. Hublot and IWC.
If you want best bang for the buck try Nonos or Longines.

Pretty much any mechanical watch (no battery, just gears and such) is jewelry, no matter how "toolish" it is.
Most digital watches are not jewelry IMHO, other than the dainty fashion watches for women, because they typically don't have a high level of refinement or adornment, and the quartz movement inside is gonna be condemned to the scrap heap in a decade or two. Some can argue differently, but thats my opinion.
Smartwatches, pure tools, no fashion there whatsoever even if you bling it out.

It can be both i think, depending on what the watch is made out of and the price. i stopped wearing watches 2 decades ago and 2 years tried to go back to wearing one, and it didn't work, i keep forgetting to put it on lol, so i gave up.

I think a nice watch looks absolutely great on most people. I started wearing one about 5 years ago and I don't leave the house without it. Arm feels naked when I do. And I actually vastly prefer looking on my watch to tell the time. Personally I don't like clinging to my smartphone all day. I put it in my backpack whenever I can.

I picked up two watches when I went to Jamaica:
- a $50 fossil that I haven't taken off in years. It's mostly black with subtle hints of matte gold. I've never been able to find anything like it ever again and I absolutely love it.
- a $2000 Tag Heuer that I only bought cause it's the same piece that Bryan Cranston wore in this scene. other than that i think it's the most ugly piece ever and I can consider myself extremely lucky that it's now worth almost triple of what I bought it for
