Tiger Road on Turbografx-16 is a port of the Tiger Road arcade game. Which has nothing to do with Black Tiger.

Actually, turbografx tiger road has nothing to do with the arcade original : )
No, actually, it's a little different, everything was redrawn from scratch, the stages were different and fewer etc.

I remember the arcade later stages were damn impressive back then, with huge amounts of graphics...too bad it was so hard and unbalanced, still a classic for me

I'd never played the arcade Tiger Road before, so I checked it out in MAME. Wow, you're right, the Turbo version is quite different from the arcade. Reminds me of the "ports" of arcade games on the NES, where the the arcade and home game might share characters and some settings, but the gameplay and details would be quite different (I'm thinking of Strider here).
