Is contracting tracting in usa even possible with priavcy rule and HIPAA

I am wondering if contracting tracting to the effective of South Korea/Japan is even possible isn USA priavcy rule and HIPAA. The true power of effective contracting tracting is determining every people are and if they have been to virus hotpot so they can get tested as soon as possible. I am nto sure how it would be possible with HIPAA.

People also cry about how Japan can get the virus under control so quickly. They complete ignore the fact that: Japanese wear mask nearly 100% of the time atm, they keep social distance, they are a homogenous for the most part so everyone cooporate with each other

1. its not going to happen because this would be an invasion of privacy which is also part of why HIPAA exists.
2. not going to happen in america because people will complain, and this is probably the bigger reason why.

There is public health exception. Communicable disease existed before CoVID19, they’ve been doing contact tracing for decades. Whats changed is the amount of work they have.

I have no problem with policing beaches and removing people from overcrowded public transport if they have no masks.

Let me rephrase, how likely is it for USA to reopen safely without strong contract tracting system, outside of having a vaccine in a record time. And in honesty, privacy and HIPAA is what mainly kill the 100k american. To those of you againist contract trace, how many death do you think is necessary to protect the "freedom"

Not to the level it would be necessary to stop covid 19. In south korea, they have every single citizen and visitor install an app on their phone for tracing. If they detect you went to a "hotpot" they will send you a message about it and ask you to get tested or stay isolate for 2 weeks +

All the cities would probably have to lockdown again for 1 month. I forsee there would be massive spike within 2 weeks and majority american american.
It doesn't spread that easily outdoors. It will likely cause a setback in some areas, but any hopes of containing the spread in the US died quite some time ago.

I agree with you completely, and I certainly don't disregard it.
I do everything I can to protect my family, and to not risk infecting anyone I might be in contact with.

Unfortunately, I've realized that the safest option is for idiots and assholes get it quickly, and then they can't infect us due to immunity or death. That's obviously not an ideal solution, and it will kill many who can't afford to isolate, but this is America.

All countries are filled with idiots and assholes, but ours are spoiled and entitled, and think they're geniuses. When you have to rely on that segment of the population to achieve something for the greater good...
