since they are both tales game and both Namco i dont get how they can make a great game when working on two big titles at the same time, Tales of Legendia and Tales of the Abyss.

Nope. Different teams entirely.

Tales of Legendia = Namco Japan (part of the SC2 team iirc)
Tales of the Abyss = Tales Studio (specifically Team Symphonia)

edit- just to expand, as I understand it Tales Studio has 3 dedicated teams. Team Symphonia (new 3D Tales), Team Destiny (new 2D Tales) and a 3rd team dedicated to mobile games and ports. The Teams were split and formed after Eternia on PS1, though there is some degree of crossover between them.
