Honestly, what will an apology 70 years later by someone completely not involved solve from both sides? Shit happened, it was terrible, and both countries grew from it. No need to apologize this late in the game.
I find this kind of ridiculous. Most Japanese probably do as well. All they see is white colonialists apologising to a people who continue to be subjugated and marginalised and whose land continues to be occupied. It would be like if the Japanese still occupied and dominated Korea, holding all the top leadership positions and forcing Koreans to learn and speak Japanese, but proffered a token apology.

Oh, there is need. We should never forget the atrocities Germany and Japan have conducted. These countries should apologize so they and the world won't forget what happened and that it shouldn't happen again. And why stop when there are still victims alive that suffered them? No, apogizing is not obsolute.
And this goes for every country btw. Every country should remember it's worst times and apologize.

The truth is domination and conquest is a part of the history of every people on the planet. Nobody is going to have absolute moral authority. So why play that game, you know? People act like white people invented war and subjugation, but it happens everywhere. Early American nations waged war over territory all the time.
This is technically untrue. "America" hasn't apologized for slavery because slavery wasn't allowed everywhere in America, but individual states that had slavery have apologized. The most recent I can think of is Virginia's apology in 2007, which was a big deal considering they were basically the center of the whole thing.
The genocide... well, I could point to the Native American apology resolution passed a few years ago, but considering it was hidden in another bill and barely even acknowledged by the people who passed it, it would be fairly disingenuous.
