Hmm, it just feels weird and not Jotaro-esque that his hat doesn't look like it's fused to his hair and you can easily tell where it ends :/
But it is. I think you're just looking at it wrong. The back part of the head is all hair. The hat doesn't end.
Look at this, and you'll see the exact same thing. The main color is the same, the highlight on the rim is also the same, and it goes from hat to hair.

Not really, in that pic of the old ova I count 2 colors, while in the new design I count 4. 2 browns for the hat, black and gray for the hair inmediately following it, then back to the hat's browns for the bottom part of the hair.
In the old design the transition from hat to hair was unnoticeable, but in this one it's very clear exactly where the hat ends. It's still sorta fused since there's no outline for where the hat ends, but color-wise it's noticeable.

It looks pretty seamless to me. There's literally no way to tell where the hat ends and the hair begins. It seems like you might be more bothered by the fact that there's more hair visible at the back of his head. Color-wise the hat has a highlight starting from the front and going all the way to the back too which is consistent with the hair highlight.

Well, I wouldn't call going from brown to black then brown again seamless myself. Shape-wise it's certainly fused, yeah, it's the sudden change of color that won't stop bothering me :|

He's not talking about the shadow highlight. It depends on the screen you are watching it if you can see it or not, on the laptop i have is so subtle that if you don't specifically look at it you won't notice but on the screen i'm on right now the difference is clear as day, if you can't see with your eyes you can doublecheck with an image editor and actually see that the hat is brown and the hair is black.
The strange thing is that immediately after the part he highlighted (near the ear) the hair has the same color of the hat... what a strange choice...

I think you're overestimating the importance of a simple color gradient in the highlights.

Maybe it's because it is 5:23 am here but after the WUBWUBWUB the music totally reminds me of the 2nd Dio's theme from Capcom's fighting game...
Ohh, this is really different from ASB aside from Jotaro and Dio. I'm a fan of Unsho Ishizuka and Kenta Miyake so I can't wait to hear them. I haven't heard of the voice actors for Kakyoin and Pol Pol, but I'm pretty optimistic that they'll do a good job. I'm also hoping that Shigeru Chiba is still Iggy because he nailed it in ASB.
Yeah, I'm a little sad that Hirata won't have the role, but Ono/Koyasu staying is all I really needed. I don't think Old Joseph should have the same VA as Young Joseph anyway, as much as I am a fan of Sugita.

I'm disappointed they changed the VAs since I thought they were perfect in ASB, but we'll see how they do.

Because they can't fit everything.
I don't know how seasonal anime works, but Part 1 & 2 were aired together, right? Is it not possible for some sort of extension for Part 3 or was 1 & 2 much smaller?
Part 3 is bigger than Parts 1 & 2 combined. Besides, the material does need some good trimming to make it palatable for TV.
You probably wouldn't be missing much.
I've only read the manga for part 3 but there was a lot I wouldn't be disappointed with if they cut. Part 3 for a lot of it felt very "monster of the week" to me at least.
This part. All the parts after 3 are longer than it, as well.
