This is probably the most accurate statement.
Maybe Sony paid Square to make the footage, I doubt it though. Yes, showing the clip had benefit to Sony but it also benefited Square in terms of PR/advertising itself as a company.
So, given that all work done on that clip gained Square no immediate profit, and it's not like making a teaser trailer is "must do" list like other projects, I'm sure they allocated a staff or 5-10 people to make that clip.
While a full game would usually have around 40 people.
In anycase I call damage control, if there is a FF7 remake it probably won't look as good, so he's setting it up right now with the stance that "oh, it woudl have taken 20 years to make FF7 with that visual quality, of course we couldn't do that!"
Because yes FF7 was great, but it's not the end and be all in terms of technical design, if Square says FF7 remake will take way too damn long to make, than every other damn developer is in the same boat--and given the support shown and the amount of projects in motion for PS3, I somehow doubt that. That, or the people at Square work 2 hour shifts a day.
