Considering how much junk these studios make, I can at least understand doing the millionth Avengers movie, or 4th Batman and Spiderman origins flick because those are always big sales.
But when it comes to all these c-tier superheroes (I've never even heard of Kraven the Hunter), it's really scraping for any content.
I'm thinking all these movies come out because there's some hard ass contracts set in stone from 10 years ago saying for every Avengers or DC movie with big name heroes, the movie studios have to commit making some shit tier movies in order to get access. Doing Antman, Black Adam and Kraven kinds of movies will boost the license holders comics worth (asset value). So they cant just do Spiderman and Avengers. At some point Dazzler will get a movie.

If you read most superhero bios, the vast majority of them are super strong, super fast, heal fast, some can fly. And it seems 99% of them are master hand to hand combatants. Some better than others, but the core skills are pretty much similar in most characters.
The key thing that is different is the costume.

The problem is that every couple years one of these 'shit-tier' heroes hits it big. Blame Guardians of the Galaxy -- ever since then studios know they just have to throw enough darts and eventually one of them will hit a bullseye no matter how obscure the comic characters are.
