A new local law was introduced Monday to ban the controversial practice of conversion therapy in Erie County.

Conversion therapy is a practice that tries to reform someone who was born LGBTQ+ into a heterosexual by using psychiatric therapy. This method has not been scientifically proven and has been rejected by credible medical and mental health organizations.

Erie County Legislator Patrick Burke introduced "Prevention of Emotional Neglect and Childhood Endangerment," which will be debated in December and into the New Year.

"The overwhelming evidence says that inflicting this phony therapy on children and adolescents isn't just medically ineffective, but it is detrimental to a child's wellbeing," said Burke. "It is time to call this practice what it is, abuse. Kids are exceptionally effectible, and the last thing an LGBTQ+ child needs is to be told that the way they were born is wrong and must be changed."

Governor Cuomo issued an executive order in February 2016 to ban insurance reimbursements for those providing conversion therapy throughout the state.

Can anyone explain to me the insidiousness of conversion therapy? Don't get me wrong, I think they're a sham, but everything I've seen of them has been borderline comedy. Guys whacking each other with pillow sticks on Comedy Central is what I remember vividly about them. That, and another point where a grown man is being cradled by another grown man. If I were gay and desperate to get out of the gay lifestyle, that wouldn't be the solution I'd be looking for. Is conversion therapy Scientology like, because all I have as a frame of reference is what I had seen on the Daily Show years ago, and by years, I'm talking about during the Clinton administration.

There needs to be a nationwide ban on the practice for children. There are thousands of parents literally abusing and torturing their kids that is allowed.

It's essentially reinforcing that you were born wrong which is basically emotional abuse. No child should hear or feel that from their own parents or community. Even if it's silly to the outsider, it is consequential to the individual undergoing it and that cannot be ignored. That's not even going into Pence's own desire to include electrocution in such programs, which can be quite severe as someone who was stupid to undergo that sort of treatment for Hyperhidrosis and even that was tamer than what I understand from those programs.

Conversion therapy is psychological treatment or spiritual counseling designed to change a person's sexual orientation from homosexual or bisexual to heterosexual. Such treatments are controversial and are a form of pseudoscience. Medical, scientific, and government organizations in the United States and Britain have expressed concern over conversion therapy and consider it potentially harmful. The American Psychiatric Association opposes psychiatric treatment "based upon the assumption that homosexuality per se is a mental disorder or based upon the a priori assumption that a patient should change his/her sexual homosexual orientation" and describes attempts to change sexual orientation by practitioners as unethical. It also states that debates over the integration of gay and lesbian people have obscured science "by calling into question the motives and even the character of individuals on both sides of the issue" and that the advancement of conversion therapy may cause social harm by disseminating unscientific views about sexual orientation. United States Surgeon General David Satcher in 2001 issued a report stating that "there is no valid scientific evidence that sexual orientation can be changed". The highest-profile advocates of conversion therapy today tend to be fundamentalist Christian groups and other organizations which use a religious justification for the therapy rather than speaking of homosexuality as "a disease". The main organization advocating secular forms of conversion therapy is the National Association for Research & Therapy of Homosexuality (NARTH), which often partners with religious groups

Techniques used in conversion therapy prior to 1981 in the United States and Western Europe included ice-pick lobotomies and chemical castration with hormonal treatment, aversive treatments, such as "the application of electric shock to the hands and/or genitals," and "nausea-inducing drugs...administered simultaneously with the presentation of homoerotic stimuli," and masturbatory reconditioning. More recent clinical techniques used in the United States have been limited to counseling, visualization, social skills training, psychoanalytic therapy, and spiritual interventions such as "prayer and group support and pressure," though there are some reports of aversive treatments through unlicensed practice as late as the 1990s. The term reparative therapy has been used as a synonym for conversion therapy in general, but it has been argued that strictly speaking it refers to a specific kind of therapy associated with Elizabeth Moberly and Joseph Nicolosi.
