Pretty much. Despite all of the problems I might have regarding characterisation, plotting and vague racism, he basically brought the series and a good chunk of British television back from the dead. I might prefer Moffat as showrunner, but his version of Doctor Who would never be possible without RTD deftly embedding the show in the popular subconscious.
