Looking for some good DVD editing/capturing software

So here is what I got:

AMD 1.34Ghz Duron

512 MB PC3200

nVidia nForce2 mobo

ATI Radeon 9600

120GB HDD

Sony +/- DVDR/RW drive


I am looking to:

1-Convert my MiniDV camcorder tapes to DVDs

2-Capture DVD video images as stills

3-Keep it under 200 USD


What kind of software should I use for this?

I don't have to invest in a different video card too, do I?
 
I just ordered Adobe Premiere Elements Retail + ADS Pyro 1394 bundle for only $68.99! The app by itself is $99.99 in stores. Unfortunately, it's not gonna ship for another 9 days.

The reviews say that the Premiere Elements is the best $100 video editing app for PCs. I can't wait.

Just recieved and installed a 16X/Dual layer DVD burner as well. Burned a 8X DVD-R in 8 minutes. I like it! This is all for my ghetto box. (nForce 2 ultra, 1.9Ghz Barton 2600+ Athlon XP, 1GB of PC2700 in dual channel).
