I think most of the top tier recommendations have already been made, so I'll suggest titles that are arguably second tier:
Alien Nine
School kids who are drafted/voted by their peers into a school sanctioned club whose members are symbionts/hosts for horrifying aliens. The purpose of the club is to mop up other aliens.
Argentosoma
Mecha action with a gloomy, quiet (and irritating) protagonist in a losing war against a seemingly unstoppable enemy.

On the surface it looks like a Birdy the Mighty clone except with a main character who is a kindergartener or something. Despite the premise this show somehow manages to take itself completely seriously.
Geneshaft
Arguably the heroine isn't mature and doesn't really show much growth, but the premise that humanity is forced to use technology that it doesn't really understand, and has a team of programmers debugging/patching the system in real time; this makes up for a lot of the show's faults.
Yukikaze
A very dark anime about an ace pilot in a war with a mysterious alien enemy that has so successfully infiltrated/sabotaged human forces that the protagonist's paranoid, seemingly sociopathic inability to relate to fellow human beings might make him mankind's last hope.
Yamato 2199 remake is doing a great job modernizing the original story.
Only avaliable in hyper expensive japanese blu-ray discs, but you can always watch a preview before the america release.

I don't have much to add since a lot of people recommended stuff, but I just want to clap really at the bolded. I am glad I am not the only one
I also liked Planetes, Ghost in the Shell (the first season but not the second) and diliked NGE which I stopped watching at some of the first episodes since I got no enjoyment out of it or saw anything particularly compelling or interesting.
Anyway Legend of Galactic Heroes is what I recommend which is my favorite anime among with Monster of all time.
Regarding Planetes from episode 1 to 6 it was average at best and episode 3 ending was a sledgehammer of stupidity assaulting my brain. One of the most stupid and annoying shit I had ever seen. Still there were some parts in the first episodes that showed some promise for something greater which did come and from the begining I liked the believable future premise. From 7 to 17 or something (or maybe 18 not sure) it becomes a great, inspiritational show. Quite good relatively realistic hard sci fi that makes you think about our future. Then the ending of the show has some rather good moments but it is not particularly well written. Overall I was impressed with Planetes.
I very highly recommend Ghost In the Shell film if you have not seen it as unlikely as that might be.
Towards the Terra although does not strictly fit your criteria it does have an initeresting political aspect to it and I also quite enjoyed and would recommend.

I think I might let Legend of Galactic Heroes and Ergo proxy compete with each other, and watch the one I like best first and then finish the other. They both seem interesting, but I'm not sure what kind of mood I'm in.
That's an easy one: manga. Just manga. Really.I've been meaning to check this out, but I can't decide between the manga and the anime since they go off in two entirely different directions.

Also cowboy bebop if you haven't seen it or Ergo Proxy though I can't speak on how it ends.
Anyone here seen Magical Girl Madoka? I heard that gets pretty out there for a sailor moon type anime.

Right now it looks like the new Battleship Yamato, Ergo Proxy and Legend of Galactic Heroes are in the top spots.

The creator of Madoka Magica HATES the magical girl genre. So, the show attacks the trope of that genre, and it turns out to be one of the best animes of 2011.

Gasaraki has neither of those and is rather under-rated I think. A good watch and pretty cheap at this point too.
Crest/Banner of the Stars is probably also up your ally but that busts your episode count (when you say 20, I assume you mean 24-26) by ~13. It's also technically out of print so prices for that are going up

The movie Ghost in the Shell and both GitS:SAC series are must-sees, no debate possible. Don't bother with GitS Innocence though, unless if not for the pretty animation. It has interesting themes, couple of excellent scenes, but is overall unrewarding because of its preachy and self-gratifying storyline.
After watching 5 Centimeters Per Second, I had tears pouring out of my eyes. I wasn't sobbing, just crying like crazy. Shinkai is a boss.Voices of a Distant Star - Love Story but set in space and deals with the light speed/time slowing effect like Gunbuster does. It made me cry, yes I'm a sissy. Looks beautiful. In fact anything made by this guy looks beautiful. The Place Promised in our Early Days is similar. Not massively techno Sci-Fi, but mature and deals a lot with human feelings in a Sci-Fi world.
