Cinematics are prerendered in 30fps. Was like that on console as well. There are a lot of them and we put the highest quality versions into the PC build, which is why there are so many gigs of data.
It's not an issue with bandwidth or time to download because I get like 1.8MB/s downloads where I am, but 21 gigs is just cinematics out of 24? That's silly. I'm grateful for the port but somewhere in the line someone had to have been "this game is like 90% cutscene data" and thought about some slightly smaller files.
Lets not be dismissive:
1. valid bugs and crashing for some
2. resolution lock is inexcusable
3. 1:1 fps:hz issues, resulting in 24fps for some
4. 16:10 non-support is minor but it can be listed as it seems some monitors don't like the weird shit MGR does with the resolutions and doesn't even list 1080

Yes and no. Obviously, it's comforting to know that there was no malicious intent, but if the end result is the same, it doesn't makes ton of difference to the user.
What a messy launch.
First it was the resolution problem
Then us Irish people were black listed from seeing the game on store pages by accident and it got fixed just before the game released
Then people reported problems of the game locking at certain framerates or not going to 60fps despite beast rigs or having black screens when set to fullscreen mode
now the always on DRM.
I know these will all get fixed but man what a mess, not to mention the game is almost 24 fucking GB and like 20 of that are cutscenes

I think it's about time there was an outsourcing port company that specialises in PC ports for Japanese games. Maybe there already is? James Mielke was trying to get more Japanese games on Steam, these developers and publishers maybe need a helping hand if PC is so alien to them. I don't think Durante can fix all these problems for every port by himself, selfless lad.

Yeah, I personally loved the 20 GB of cutscenes that meant I left my computer on two nights to download the whole thing. But yeah, there's a load of technical issues that seem to sour it but how the game plays so makes up for it. I hope it gets all patched up and awesome, I want more of these console games to make it to PC.
The solution to the data size is a tough one, with optional encoding quality (and thus size) the only solution. And I don't know if Steam's pre-load and download framework supports that.
High quality encoded video is fucking huge. Always has been and, looking into the near future, will be for some time. It increases game data size by a significant amount, as evident by other games with 720p+ encoded video like Max Payne 3. In the case of Rising, they'd encoded the videos in two groups: PS3 and X360. The former is best, thanks to the size of bluray. The latter is worse, for obvious reasons.
They chose to go with the highest quality build available. Sucks that it means a shitload of data is just video, but without giving the option prior to download for encoding quality and data size there's not much that can be done.
And both this and Max Payne 3 should be a harsh warning to all PC gamers doing the digital for any future games with a lot of pre-rendered cinematics. Xbox One and PlayStation 4 have the data size now to support 720/1080p native footage alongside game data, and thus PC ports should have them too. And that means game data size is going to explode.

Best case scenario is companies allow people to download the high-quality cutscene separately, similar to the Sleeping Dogs high-res texture pack.
Yeah, that was far preferable. Also, Nixxes did that port, and they seem to be the top of the list.
That region locking thing is so damn stupid. If that's Konami's decision to allow people to buy the game but not play in certain regions, why?

Does QLOC count? They're pretty much responsible for some of the best PC ports for Japanese games published by CAPCOM and others in recent years.
Notable games in their porting repertoire:-
Street Fighter IV
Super Street Fighter IV Arcade Edition
Street Fighter x Tekken
Resident Evil 6
DmC (runs at insane FPS with insane supersampling applied on midrange machines)
Ace Combat: Assault Horizon
amongst many others.
All of their ports are brilliantly optimized for the PC and run on toasters/potato PCs, come with all the options PC gamers expect from their ports, and are rarely found wanting. CAPCOM was pretty enamored with them that they used them repeatedly to port over quite a number of their games to the PC.

Same here. I absolute hate it when cutscene videos are compressed to shit.I have zero problems with the games size, I'd much rather the games take the route of higher quality of assets, cutscenes or not.
Obviously it sucks for some people with caps and the like, so it'd be nice to be optional, but give me the best quality it can handle please.

Yeah. I'm actually really happy about how the cutscenes look compared to the 360 version's which are compressed horribly. I'll gladly download an extra 14 gigs for something decent.

There might be other quirks though, like whether it can snap back to gameplay easily or not. Though given how easily the game is crushed even by old hardware I imagine it may've been possible.Developers really need to get on top of modern video encoding techniques. You could have that quality at half the size so easily it's actually quite sad.
