Having only played the PS2 version I can say that there was noticable slowdown on PS2 version in tanker rain as well, though I haven't seen the Xbox version, so I can't compare.

The slowdown in the PS2 version is quite minor, though. While the tanker slowdown only covers a small percentage of the problems with the XBOX version, it should be noted that it literally runs at half speed (30 fps without dropping frames, which causes slow motion) nearly the entire time. Right off the bat, the game is running at 30 fps and it never picks up as long as you are outdoors. When you consider that those effects were all downgraded as well, it's even worse...
Not really. The engine pushes the system pretty far and is rooted in the PS2 architecture. It would be possible to port it, but it would probably require more effort than they are willing to put forth.
