There's a bunch of reasons. For one, bad quality video capture can paint a game in a bad light. For another, a game might not simply be ready for public consumptions. It's much easier to tell the press "this game isn't even close to being ready, and thus doesn't have near the amount of effects in place that'll be in the final product" then it is to contain a reaction from people being melodramatic about early footage.

Not that any of this would happen to RE5, since it looked great... just sayin' the philosophy Capcom might be going by.

Capcom will scrap 4 versions of RE5 before they make a RE5 that they decide to release. it will come out a year before Playstation4 comes out.
