I always thought that the winner of MKII was Shao Kahn. His victory let him invade the Earth Realm in MK III.

We know that wasn't the case. Kahn took over Earth in MK3 by creating a link between Outworld and Earth when Sindel was reborn on Earth. It had nothing to do with the tournaments.

That said, my memory of Deception's Konquest is funny at best, so I don't remember him being mentioned. :/

Any random outworld soldier can say it, you just have to keep talking to them until they do.
