That's not really how things work.

What does overrated even mean here? They've earned their record and have the 5th best one in the NBA, but I don't think anyone puts them on the same level as the true title contenders, rightfully so.

this feels like a consequence of the final 2 minute reports and refs trying to be perfect at the end of games

he hits him on the elbow so it's technically a foul but you don't call that in that situation

Actually seems like a reasonable call to me. It it weren't a foul then you should lightly tap someone's elbow every time they shoot. League FG% would fall to 10%.
