Damn, literally first thing I thought of, retro cyberpunk Gunstar Heroes mixed with a little Sunset Riders.

Besides Gunstar Heroes, Sunset Riders, the 3rd person segments seem inspired by the awesome SNES game Wild Guns.

I got it the demo had me convinced and the price is low. It looked and played great and the background interaction was innovative.
Terminator 2d Fate got delayed too and I expect will cost much more due to the license.

I tried it a couple months ago and wouldn't start. Looks like they fixed it.
