That kind of looks like a character select screen. Do we know if characters are selectable or is it more linear?
Yeah, you can switch characters at anytime between missions.

Nope. One of the first missions.
You switch in-and-out on the fly. It zooms out on the map from your current character and zooms into the other.
Check out Midnight Club LA for example.

When you're playing this and end up having to swim for a few minutes back to land - due to jumping out of a helicopter that's on fire or something - sharks are going to suck so much. I can't outswim a shark, Rockstar!
