Its not really. Only Devolver would be so stupid as to think a Physical only release of a faux NES pixel art game will work. I'm sure that it's a publicity stunt and they will then announce digital verisons "Due to high demand"

Makes it more collectable and assuming this is some retro-esque game then I see the value in it. Makes sense to me.

They'll hold copies back and sell them at a massive markup to the collectors market.

What do you mean it won't work? Obviously it will work and if it's a good game they will sell 100% of their supply. You really mean it's not working in the way you want.
