I will never get over the idiocy of this phrasing, common as it is. "Three times" implies multiplication, so 3×n. "Less" implies subtraction. So −3×n.

"Three times less than" $325 would mean $975 less. Ergo:
$325−$975 = −$650.

"Spend three times less" would really mean getting *paid* double what the other person spends.

All this reeks of a populace so scared of math, they won't even use fractions as simple as "a third" in such sentences. It's pathetic.

Well, first you need to acquire the debt - then spend that on things you can't afford, boom "high spending" to acquire "wealth".

Realistically though, when measuring "rich countries" they often are looking at GDP or purchasing power - none of which are in consideration of debt held.
