Because Democrats still care about norms and decorum, or think that projecting such caring is the public face they need to put out there.

I really don't understand what you people expect him to say. He acknowledged it, he's stated the facts.
You want sanctions against Russia? They've already got heavy sanctions.
You want a war against Russia? What exactly will the goal of the war? It won't end well for either when the battleground is on European soil.
If anything is happening, it's happening in the background, disinformation/propaganda in Russia by the U.S, covert operations/hacking, supporting opposition, etc, things the public won't know about.
Obama said he will help the transition with Trump like Bush helped him, I don't think he'll budge on it because he believes a lot in that principle.
