What really buries the title as being worthless is that a guy like Rusev who hasn't won any titles in WWE beats the IC champion clean in a match and not once does he ever show any interest in the belt, nor does anyone say "he should get a title match". A midcard guy who beat the IC champion doesn't even want the belt.

Of course, Rusev is in his own angle, but if there can't be any kind of angle crossover, don't friggin book Dolph vs Rusev.
