By extended universe do you mean the books? Because Reach was a lot different from the book (particularly the ending).

Bungie retconned the Reach book like a champ though.

Master Chief wasn't the only surviving Spartan during Halo 2. The other Spartans were already on Halo 3's Ark. Aaand what Bob said.

The biggest would be that the Pillar of Autumn wasn't even on the surface of Reach when the war broke out, there was no delivering Cortana business. Pretty sure Dr. Halsey didn't even know the Spartan 3 program existed either, but she does in the game.
Bungie never followed the books though, for whatever reason. 343 will automatically get a stronger story presence by tying the books into the games. I will say though, a lot of the stuff in 4 will come off as "wtf?" to a lot of people who haven't read the Forerunner books.

Evolutions has some nice short stories, and I enjoyed Contact Harvest/Ghosts of Onyx a lot.
And you don't need to read the books to understand it, but I doubt anyone is gonna know where these new people came from, lol. But no, you get a basic understanding of what's going on in the game...
They were but then they escaped and landed on the Ark at the very end of the book. Ramirez is right about everything else. Looks like I need to catch up on the rest of the Halo books before starting 4. I think Ghosts of Onyx was the last I read. Then it was the Sgt Johnson book and the Forerunner books I think?

The thing that I get mad at the most is how politics makes everyone competitive.
Politics is fucked. It's all a numbers game, doesn't even matter to either party who is elected to office. As long as they get a majority, who cares!

maybe we should go to the electoral college of divisions for future league votes based on how good the division is. for instance, the AFC West would have 50 electoral votes but the NFC North would only have 10!
