Digital Eclipse's SMS emulator in PSC was absolutely amazing. There wasn't a single hitch. You can play with unlimited continues, but your score is saved in the unlimited continues high score table. If you want more of a challenge, you can choose the "expert" modes which limit continues and have their own high score tables.
If I had a choice of development teams for this, I'd pick Digital Eclipse. They seem much more competent than any of the other "classics" teams. I still find it interesting that Phantasy Star Collection on the GBA has a fully working SMS emulator for the original game.

Interesting question. Square did translate and publish it in the US, so I guess they'd have the copyrights on that particular translation?
