Ok gaffers, how would you make a GOOD horror film?

It seems that almost every single horror film has come out, and tons of people have been calling it crap or saying that it wasn't scary. Now, I'm inclined to agree in regards to most films, but I'm curious:

What would make a good horror film?

If you were the director of a film, what would you do in order to make your film really stand out? What themes should be addressed? How should you balance creepiness vs being terrifying?

First I'd sign Shaq as the main actor.... and let the terror come...

1. I'd kill the main character before I killed a lot of the others.
2. There would absolutely be no creepy kid.
3. The monster or what you want to call it would lure it's victims instead of chase after them.
 
Have all the reactions be as logical as possible. None of this "don't go in there!" crap, because it would have to be what a normal, scared person would attempt.

So what would make the creepiest "evil" figure? Something that is inherently evil that the characters stumble upon, or something that actively seeks them out?

Of serial killers, ghosts, monsters, and freaky things that you never get a good look at, which is the most successful at being scary?
 
I'd make sure to have all the characters check out a strange noise, only to have a black cat jump out at them. Man, the audience would eat that up!
