Yes to the first. Witcher 3 and Cyberpunk were both indirectly confirmed as simultaneous PC and next-gen releases yonks ago, plus CDPR formally confirmed Witcher 3 PS4 after the February reveal.

That model was created by Platige Image, so it probably comes from some kind of trailer and is not an in-game model.
