I saw an even worse cyclist video where the one biker kinda trips the other one and they both fall and the a guyfrom the crowd tosses the biker who was tripping the other one OFF A BRIDGE!, it was all coblstones (europe?) but there was water at the bottom (thank god).

It's the traditional salute... just not very smart when you're coming around a corner, downhill. What makes it even worse is, the guy was wearing the yellow jersey you get for being in the lead at the start of the race...

I found what race this was - the Ronde de l'Isard d'Ariege in France. The guy who fell still won the overall honors for the 5-day race, he just lost the stage. These guys are all about 18-21 years old.
